European climate policy: enforcement too weak
With the climate negotiations in December focusing attention on climate policy, a European team decided to assess how successful European policy has been to date at reducing carbon emissions. The conclusion? Voluntary targets are largely ineffective, while policies suffer from a lack of rigorous monitoring and strong enforcement mechanisms but have had most success in late-comer, "laggard" European Union (EU) states.
